The Role of Open Access in Science Policy

These days Open Access is being funded through many science policy measures. These include:

  • the research funding programmes of the European Union and
  • measures at national level. The Open Science Overview in Europe of the OpenAIRE project provides an overview of activities in European countries. In Germany these are the Open Access strategy (German) of the Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung / BMBF), Open Access strategies of individual federal states and different funding programmes of the German Research Foundation (Deutsche Forschungsgemeinschaft / DFG)  for the transition to Open Access.

Information about Research funders and Open Access with a focus on the DACH countries (Germany, Austria, Switzerland) is summarised on the information platform open-access.network.

Furthermore, the aim of several international initiatives in which various research funding organisations and trusts are involved, is to drive forward Open Access. These include the DEAL project, Plan S and OA2020.

These measures are becoming increasingly effective. It can therefore be observed that

  • higher education institutions and research institutes are increasingly adopting Open Access policies, appointing Open Access officers, operating repositories and/or publication servers, or also setting up publication funds,
  • research funding organisations are increasingly expecting that publications about the research project that they are funding appear immediately in Open Access,
  • specialist associations are sometimes ignoring their existing specialist journals to redesign or newly establish Open Access media.
