The Role of OER in Science Policy

Various funded projects and initiatives provide information on the creation and use of Open Educational Resources (OER). They advance the OER movement by offering support in the development of OER. In Germany, information and networking platforms, such as the OER Information Centre – OERinfo (German) or OERinForm (German), are partly funded by the Federal Ministy of Education and Research or, such as the infrastructure project Twillo, by a state ministry, the Lower Saxony Ministry of Science and Culture.

In July 2022, the Federal Ministry of Education and Research published its strategy for Open Educational Resources (“OER strategy“) (German). It intends to provide targeted support for the creation and use of free educational materials, and thus advance the development of digital education. Among other things, the strategy includes an explanation of existing challenges and a description of six fields of action.
